The Principality of Monaco is famous for its wealthy inhabitants as well as its casinos. What's interesting it that the citizens of Monaco can't enter the casino there. So the famous roulette tables are out of reach. This dates back to when gambling was first introduced. As a cancellation prize, gambling income from the casinos allows all these citizens to live tax-free. All foreigners are welcome, as are the majority of inhabitants, but if you hold a Monaco passport, then you're barred.

Though French born, the two Blanc brothers settled in Homburg in Germany and made a small fortune by inventing the European roulette whee. They later took this to Monaco with great effect.
