In the US, many states have a hand in both how and when casinos can give out freebies. As such, these states limit casino free play for a number of reasons. Many of these are necessary to stop casinos from encouraging people to gamble. In spite of the fact that casinos constantly need new players, the states have an obligation to protect the public. There's also an underlying factor with gambling seen as a sin in many US states. Yet these same states want the tax dollars that gambling generates.
